He is survived by: his children, Kenneth Edward Higgins, Amanda Higgins, Brandi Garner (Thomas) and Chris Perry (Lanie); his stepchildren, Amanda Gross, Kelly McCord (Billy) and Isiah England; and his close friend Jeannie England. He is also survived by 16 grandchildren.
