He was predeceased by: his parents, Ernest J. Foster and Clara M. Foster (Noland). He is survived by: his sister Marsha Berger (Bob) of Jerseyville; his nephews, Kent Brown (Linda) of Klamath Falls and Kevin Brown of Reno, Nevada; his aunt Joan Foster; and his uncle Roy Foster.

In lieu of flowers, memorials may be made to the Pathway East Morton Home to purchase furniture for Billy's friends.
