He was predeceased by: his father Thomas Sr. Elkins; and his uncle Henry Wrzesinski. He is survived by: his mother Margaret Elkins; his sisters, Annette Rochelle (Jim) and Michelle Conklin (Charlie); and his aunts and uncles, Terry Elkins (Joanne) and Trudy Wrzesinski.

In lieu of flowers, a memorial has been established in Tommy's name.
