He was predeceased by: his parents, Dolph Carter and Bonnie Pauline Carter (Bearden); his wife Dorothy Marie O'Connell; his sons, Phillip and Richard Carter; and his siblings, Wanda Chandler (Jimmy) and Tommy Carter.
He is survived by: his sons, Robert "Robbie" Carter (Marjorie) of Johnston City and Steve Carter of Herrin; and his siblings, Eva June Sipes of Aurora, Linda Graham (Ted) of Apache Junction, Arizona and Larry Carter of Herrin. He is also survived by 12 grandchildren; 30 great-grandchildren.
