He was predeceased by: his parents, Esco William Sr. and Marie Neal (Sandige); and his siblings, Jim Neal and Diane Neal. He is survived by: his wife Caroline of Milan, IL; his children, Jeff Neal (Sarah) of Bettendorf, IA and Rhonda Roman (Scott); his sister-in-law Diane Neal of Chandler, AZ; his sisters, Junie Bush (Dale) of Geneseo, IL and Mert Corley of Columbia, MO; and his grandchildren, Lance Young (Lauda), Lindsay Campos (Raymeo), Lexi Neal and Shawn Roman (Jordan). He is also survived by five great grandchildren; and several nieces and nephews.

In lieu of flowers, memorials may be directed to the Bill Neal Memorial Fund.
