He was predeceased by: his parents, Hearl Phillips and Lillie Dike Phillips; his children, Karen Garrett, Samantha Marion and Darrell Phillips; and his siblings, Mary Ann Williams, Marvin Phillips, Donny Phillips, Betty Hancock and Erma Lee Garrett.
He is survived by: his wife Shirley Sue Phillips (Powers); his children, Mike Phillips, Paula Huey (David) and Gene Phillips; and his sister Linda Spear. He is also survived by 11 grandchildren; 17 great grandchildren.
All those who wish to honor and remember Joe in person at the service is encouraged to wear a mask for the safety of all those in attendance.
In lieu of flowers memorial donations can be made to Maumee Cemetery.
