He was loved and cherished by many people including: his parents, Cecil Phelps and Hazel Phelps; his wife Chris Phelps; his sons, Kelly Phelps (Kelly Lynne) and Aaron Phelps (Arianne); his grandchildren, Kennedy Carroll Cockrum (Dallas Cockrum), Kole Phelps, Victoria "Tori" Phelps and Jake Phelps; his great grandchild Lyncoln Rae Cockrum; his brothers, Larry Phelps (Kathy), David Phelps (Leslie) and Dennis Michael "Mike" Phelps (Barbara); his brother-in-law Mark Bauer; his close friend Sue Easton; and his granddaughter Tori.
Visitation was held on Saturday, November 23rd 2024 from 10:00 AM to 1:00 PM at the Star General Baptist Church (4925 State Rte 142, Eldorado, IL 62930). A funeral service was held on Saturday, November 23rd 2024 at 1:00 PM at the same location.
In lieu of flowers, the family respectfully requests donations be made for a memorial scholarship being created for students entering the teaching profession in honor of Carroll's legacy in education.
