He was predeceased by: his parents, Michael Welter and Emma Welter (Vanderah); his wife Jeanette Bonz; his daughter Becky Epsy; his grandsons, Marcus and Matthew Phend; and his siblings, LaVern, Olive, Curtis, Dorrance "Sparky", Ruth, Mary Agnes, Eileen and Delma.
He is survived by: his children, Beth Welter of Dubuque, IA, Allen Welter (Michele) of Dubuque, IA and Brian Welter of Kieler, WI; his grandchildren, Melissa, Christopher, Tiffany and Ashley; his close friend Rita Thomas of Cuba City, WI; and his sister Joyce Anker (Dallas) of Florida. He is also survived by four great-grandchildren.
In lieu of flowers, memorials may be given to Hospice of Dubuque.
