He was predeceased by: his parents, William Earl and Jennie Louise Milligan (Gibb); and his brother-in-law Daryl "Ozz" Baylor. He is survived by: his wife Ella Marie Simmons; his children, Denise Koetter of Pekin and David Milligan (Kelly) of Galesburg; his grandchildren, Jenny Polakowski (Brian) of Springfield, Matt Koetter of Peoria, Jacob Milligan of Galesburg, Nick Milligan of Galesburg and Ian Milligan of Galesburg; his great grandchild Tessa Polakowski of Springfield, Virginia; and his siblings, Jerry Milligan (Carol) of Wolf Creek and Barb Baylor of Mount Pleasant.
