He was predeceased by: his parents, Charles Carter and Floretta Loeb. He is survived by: his children, Brenda Taylor (Greg) of Bonaire, Georgia and Cecil Carter, Jr. (Leslie) of Sarasota, FL; his grandchildren, Brooke, Lacey and Mikayla; and his siblings, Charles, Herbert, Rick, Craig, Corby Carter, Brenda Chandler and Kelly Shindler.
