He was predeceased by: his parents, Everett McDowell Banks and Eva Pearl Banks (Thomas); and his siblings, Omar "Spud", Franklin "Butch", Tom "Jiggs" and Aleta.

He is survived by: his wife Gloria Kristine Banks (Harrington) of Crossville; his children, James M. Banks (Holly) of Sumner, Jonathon A. Banks (Carla) of Lawrenceville, Illinois, April Renee Banks (David Murphy) of Carmi and Amanda Doan (Bill) of Grayville; his siblings, Bradly Banks and Sylvia Salmon (Gene) of Jacksonville, Florida; his grandchildren, Tanna, Dennis, Amber, Joshua, Andrew, Alicia, William, Jr., Gloria and Levi; and his great grandchildren, Marcus, Tanner, Tucker, Carvin, Kinzee, Brooklyn and Liam.
