He was predeceased by: his parents, Forrest Phelps and Mabel Phelps (Bowers); and his siblings, Jeannine Thomas, Elmer and David Phelps.
He is survived by: his wife Wilma English; his sons, Richard Phelps (Rhonda) of Mapleton and Randy Phelps (Susan) of Congerville; and his sister Linda Sullivan of Nashville, Tennessee..
