He was predeceased by: his parents, Milburn Carter and Jewell Carter. He is survived by: his wife Susan Carter of Centralia; his children, Andrea Marcum of Cantrall, Richard Carter (Megan) of Belvedere, SC and Zachary Carter (Nikki) of Vandalia; his grandchildren, Gabriel Eugene, Emma Rose, Carter Gregory Marcum, Zoey Abigail Carter, Aniya Lloyd and Rain Marcum; and his mother-in-law Rosemma Qualls.
