He was predeceased by: his parents, William Finley and Ethel Finley; his wife Sandra Finley; his brothers, Robert Finley and Terry Finley; and his grandsons, Blade and Cole Eaker.
He is survived by: his children, Mitchell Finley of Centralia, Billy Irvin Jr. of Centralia, Richard Finley of Centralia, Jason Rhynes (Heather) of Salem, Allen Rhynes (Shawna) of Salem, Wendy Finley of Centralia and Cora Rhynes of Sandoval; and his sisters, Glenda Sanders (Mike) of Centralia, Patricia Berning (Jerry) of Walnut Hill and Janet Huffman (Jesse) of Noble. He is also survived by grandchildren, several great-grandchildren, and numerous nieces and nephews.
