He was predeceased by: his parents, Arthur Milligan and Etta Huffsey Milligan; his wife Mary J. Smith of Marion, KY; and his siblings, Arthur, Jr. (Milligan), Bill Milligan, Faye and James "Jimmy" Milligan (Joseph Milligan).
He is survived by: his children, Carroll Milligan (Maritess) of Elizabethtown, IL, Naomi Sinks (Tom) of Clarksville, TN and Dennis Milligan of Elizabethtown, IL; and his siblings, Helen Balnis of Chicago, IL, Myretta Mills of Cave-In, Thelma Dent of Naperville, IL, Gloria Webb of Paducah, KY, Judith Milligan of St. Louis, MO, Gaylord Milligan of Harrisburg, IL and Jerry Milligan of Harrisburg, IL. He is also survived by 11 grandchildren, 20 great grandchildren and 1 great great grandson.
