He was predeceased by: his parents, Harold C. Carter (Pat) and Reah Thelma Carter (Chapman); his wife Mary Ann Casey; and his son Pat Carter. He is survived by: his sons, David Carter (Julie) of Carlinville, IL and Mike Carter of Carlinville, IL; his grandchildren, Josh Carter (Sarah) of Cape Girardeau, MO, Matt Carter (Katie) of Cape Girardeau, MO, Sami Sirbaugh (Zach) of Moweaqua, IL and Sean Carter of Hammond, IL; his daughter-in-law Amy Carter (Les Cook) of Hammond, IL; and his stepgrandchildren, Alicia Gilbert (Josh) and Ben Breazeale (Alex) of Decatur, IL. He is also survived by several nieces and nephews.
