He was predeceased by: his parents, Lloyd Neely and Flora Neely (Scurlock); and his siblings, Dorothy Neely, Bobby Neely and Delmer Neely.
He is survived by: his wife Carolyn Sue Neely; his sons, Wayne Neely (Teri), Marvin Neely (Patricia) and Scott Neely (Janice); his grandchildren, Amanda Breedlove (Justin), Sabrina Neely, Jeffrey Neely (Shanna), Brandon Neely (Ashley) and Chris Neely; and his sister Joyce Grantham (Stanley). He is also survived by several nieces and nephews.
Memorial contributions may be given in Owen's name to Waldo Baptist Church, 6970 Waldo Church Road, Metropolis, IL 62960.
