He was predeceased by: his parents, Bill Carter and Oleva Carter (Palmer); and his wife Donna Carter (Pierce). He is survived by: his children, Brittany Carter (Jason Palmer) of Sesser and Bryan Carter (Melissa Young) of San Antonio, Texas; his stepdaughter Amber Phillips of Mount Vernon; his grandchildren, Austyn and Ainsley Palmer; his stepgrandchildren, Brooklynn, Bailey, Brodie and Ethan; his sister Debbie LeMay (Steve) of Mount Vernon; his nephew Chad Carter (Jessica) of Texico; and his great-nephew Caleb Carter.
