She was predeceased by: her parents, Thomas Russell and Carrie Russell (Randell); her husband Donald E. Mitchell; and her siblings, Stanley "Spud" Russell, Thomas Russell, Jr., Gene Russell, Gerald Russell, Lorraine Pitchford and Betty Russell.
She is survived by: her sons, Mark Mitchell (Peggy) of Ashley, Michael Mitchell of Chatham and Matthew Mitchell of Gaithersburg, Maryland; her grandchildren, Travis Mitchell (Heather), Haley Reitzen (Doug), Gavin Mitchell (Alicia), Aubree Mitchell and Kalli Miles (Justin); her great grandchildren, Loralei Reitzen, Cecilia Reitzen, Malachi Mitchell, Emersyn Mitchell and Olivia Miles; and her siblings, Don Russell (Nancy) of Richview, Illinois and Marilyn Besancenez (Robert) of Largo. She is also survived by numerous nieces and nephews.
In lieu of flowers, memorial contributions may be made in Phyllis' honor to Centralia Humane Society in Centralia, Illinois, or Charity of Donor's Choice and will be received by the Moran Queen-Boggs Funeral Home at 134 South Elm Street in Centralia, Illinois.
