He was predeceased by: his parents, Hud Phelps and Rena Ilene Phelps; his daughter Julie Lynn Ring; and his siblings, Shirley Stader, John Ring, Roy Phelps and Rethal Phelps.
He is survived by: his wife Tammy Joann Cosner; his daughters, Joni (Alex Fulk) of Louisville and Jennifer Musgrave (Shannon) of Fairfield; his grandchildren, Dakota Cooper, William Cooper (Carlie Pernic), Landyn Cooper, Elias Musgrave, Elena Musgrave, Elizabeth Fulk and Jennifer Fulk (Seth); his great grandchildren, Isabella Oates and Annalise Fulk; and his siblings, James Phelps (Aleta) of Mt. Carmel, Carolyn Kennedy of Albion, Janie Payne (Brad) of Princeton, Sue Tarrance of Kentucky, Rondall Beatty of Kentucky, Shiela Stringer of Kentucky and Lyndel Beatty (Stacy) of Kentucky. He is also survived by many nieces and nephews.
Memorials may be made to the Family to assist with final expenses or the Cystic Fibrosis Foundation and will be accepted through the funeral home.
