He was predeceased by: his parents, Clark Harold Riggan and Harriet Conger Riggan of Victor, Idaho.; his uncle Quinn; his aunt Orpha Riggan; his brother Bill Riggan; and his daughter-in-law Connie Riggan.
He is survived by: his wife Debbie Herndon; his children, Bret Riggan (Wimpey Creek) of Salmon, Shelly Allred (Jim) of Rigby and Bette Higley (Con) of Kennewick, Washington; his sister Susan Blodgett (George) of Salmon; his grandchildren, Tyler Hill, Shawn Allred, Kristen Radford, James Riggan, Justin Haddon, Jordan Higley and Skylar Higley; his nephew David Blodgett; his nieces, Lisa Brown, Karen Anderson, Kim Morgan and Susan Boyd; and his former wife Barbara Hinkle of Umatilla, Oregon.. He is also survived by nine great grandchildren.
