He was predeceased by: his parents, Norman C. Phillips and Betty Phillips. He is survived by: his wife Shirley of Lewiston; his children, Jennie Reed (Matt) of San Diego, Jessica Sullivan (Danny) of Boise and Norman Mark Phillips of San Diego; his brother David Phillips (Debbie) of Browns Valley, Calif.; and his grandchildren, Isabel, Mallory Sullivan and Jackson Reed.
In lieu of flowers, the family requests memorial donations be made to the Jack O'Connor Hunting Heritage and Education Center in Lewiston.
