He was predeceased by: his parents, Priscilla Pinkham and Frank Penney Sr.; his aunts, Bernadine Greene, Audrey Redheart and Loretta Alexander; and his brothers, Edward Henry, Jay W. Henry, Phillip Eugene Penney and Del T. White.

He is survived by: his daughter Michelle Rae Penney of Lapwai; his wife Dee Penney; his grandchildren, Alex Michael, Teeiah Arthur of Lapwai, Valencia Ahtaleen Tapuro of Lummi, Harley Rae Ellenwood of Lapwai and Samuel E. Ellenwood Jr. of Lapwai; his great grandchildren, Anton Michael Arthur, Amaya Marie Arthur of Lapwai, DeAndre Dmitri James, Celestine Irene James, Trene Ella James, Everon James of Lummi and Genesis Eugene Tuane Penney of Lapwai; his siblings, Leroy L. Seth, Joel Binks Henry, Frank Penney Jr., Wayne Penney, Sarah Dee Harrison, Jana Henry, Jena Henry, Sylvia Mitchell, Loretta Higheagle, Mildred Penney, Roxanne Harrison Pierre and Vina Harrison; and his uncles, Alfred Pinkham, Alvin Pinkham and Allen Pinkham. He is also survived by numerous nephews, nieces and cousins.
