He was predeceased by: his grandparents, Margie, Glen Carter, Amos and Janet Watson; his uncles, Mark Watson, Vernon, Chuck and Paul Carter; his cousin Christopher Cannaday; and his aunt Susan Shoup.
He is survived by: his parents, Michael Carter and Ada Carter; his siblings, Daniel Carter (Candy) of Jerome and Tammy Carter of Jerome, Idaho.; his sons, David, Steven Welch of Arizona and Andrew Carter (Caitlin) of Gooding, Idaho.; his grandchildren, Genevieve and Sebastian Welch of Arizona; and his nieces, Kadi and Maci Carter of Jerome, Idaho..
An inurnment will take place at the Snake River Canyon National Cemetery in Buhl, Idaho on Friday, July 21, 2023 at 10:00 am, In lieu of flowers, make a donation to a Veterans Home or to your favorite charity.
