He is survived by: his wife Kathy Laubach; his daughters, Marla Andrews (Craig) of Challis and Melanie Goodrum (Bryton) of Idaho Falls; his grandchildren, Elijah, Elizabeth, Jayden and Colton Andrews; his daughters, Olivia and Hailey Goodrum; his stepfather Thomas Butts of Challis; his mother-in-law Thelma Gomes (Edward) of Las Vegas, NV; his siblings, Ron Butts (Wendy) of Challis, Cindy Butts of Randle, WA, Tammi James (John) of Boise and Tonya Clifford (Mike) of Challis; and his nephew Jason. He is also survived by numerous cousins, nieces, nephews, and friends.
He was successful in getting a resolution passed by the state and national county organizations that urged Congress to pass legislation requiring private groups like conservation organizations to pay a fee in lieu of taxes to counties in which they have purchased property and donated it to the federal government for conservation purposes.
