He is survived by: his parents, Vrooman James Phelps and Ardys Clark Phelps; his wife Claribell; his sisters, Audrey Chouffi and Carolyn Cloud; his sons, James Phelps and Orval Phelps; and his stepchildren, Kay Stephens, Mark Stephens, Bill Stephens, Tony Stephens and Joy Puckett. He is also survived by many grandchildren and great-grandchildren.
