He was predeceased by: his parents, Walter "Doc" Rugg and L. Helen Rugg (Barger); his wife Elizabeth "Liz" Jane Messer; and his sister Linda Otis. He is survived by: his children, Chad Rugg (Patricia Tinder) of Eagan, MN, Shannon Rugg (Erin) of Washington and Kristi Merida (Eric) of Wayland; his grandchildren, Eric, Emma, Ethan Rugg, Matthew Tinder (Christy), Alexa Tinder, Blayze Richardson and Easton Rugg; and his siblings, Judy Carney of Williamsburg, IA, Laura Hill (Gary) of Washington, IA, Merle Rugg (Sherri) of Wayland, IA, Beryl Rugg (Donna) of Wayland, IA, Mary Richardson (Donnie) of Omaha, NE, Sanford Rugg (Nancy) of Crawfordsville, IA, Robert Rugg of Omaha, NE and Shelley Herren (Kent) of Viola, IA..
