He was predeceased by: his parents, Henry Penning and Marie Penning (Mayfield); and his wife Lucille M. Kern of John's Catholic Church. He is survived by: his children, Charlene Franke (Scott) of Dubuque and Henry G. "George" Penning of Waterloo; his grandchildren, Tyler, Nicole and George James; and his great grandchildren, Lorelai, Sterling and Dawson.

Visitation will be held on Saturday, March 1st 2025 from 10:00 AM to 11:00 AM at the Tower Park (4140 Kimball Ave, Waterloo, IA 50701). A funeral service will be held on Saturday, March 1st 2025 at 11:00 AM at the same location.

A memorial fund will be established.
