He is survived by: his parents, George Carter and Francis Kindred Carter; his spouse Dona Jean Reckner; his children, Gary R. (Jackie) of Winter Haven, David M. (Maria) of Vitoria, Mark J. (Mary) of Avinger, Timothy L. (Marsha) of Independence and Ellen I. Carter Neebel (Bill) of Decorah; his son-in-law Tony Borwig of Knoxville; his close friends, Audrey Kugler, Shirley Schmidt and Jodie Clark; and also Riceville. He is also survived by 14 grandchildren; 12 great grandchildren; 5 great-great grandchildren; numerous nephews and nieces.
