He was predeceased by: his parents, Frank Waggoner and Ruth Waggoner (Bidwell); his brother Don Waggoner (Skeet); and his siblings-in-law, Winnie Waggoner, Donald Richter (Darlene) and Joanne Kaiser (Wilbur).
He is survived by: his wife Elaine Richter; his sons, Dan and Dale Waggoner (Rochelle) of Spencer, IA.; his grandchildren, Emily Prochnow (Jonathon) of Eden Prairie, MN, Abbie Kershner (Kyler) of New London, MN and Molly Lovin (Luke) of Spencer, IA.; his stepgrandson Kevin Kruse (Jennifer) of Sioux Falls, SD.; his great grandchildren, Owen, Nora, Emmett Prochnow, Crew, Collins Kershner, Isla, June and Malin Lovin; his stepgranddaughter Maysa Kruse; his sister-in-law Jackie Waggoner; and also Charlie Waggoner.
Masks and social distancing are required at the funeral home.
