He was predeceased by: his parents, Leonard Sr. Phelps and Mary Leona Phelps (Finnegan); and his sisters, Marilyn Mathes and Roberta Parker (Jim). He is survived by: his wife JoAnn Donohue; his children, Kelly Breese (Scott) and Keith Phelps (Lisa) of Solon, IA; his granddaughters, Nicole Breese and Emma Phelps; and his brother-in-law Gene Mathias.

In lieu of flowers, memorials may be made to RV Care-A-Vanners or Iowa Valley Habitat for Humanity.
