He was predeceased by: his parents, Clinton Frank and Carita Frank; and his father-in-law William Nathan Bailey. He is survived by: his wife Charlotte Bailey Frank of Parkersburg; his siblings, David Frank (Joy) of Yorktown Heights, Kevin Frank (Karen) of Cheyenne and Stephanie Lewis (Douglas) of Cameroon; his mother-in-law Dorothy O. Bailey of Kansas City; his sisters-in-law, Judson Bailey (Becky) of Groton, Mary Smith (Gene) of Eau Claire, Joan Hiebert (Gordon) of Smithville and Anne Snedaker (Lynn) of Ovid; and also Africa. He is also survived by 20 nieces and nephews.
