He was predeceased by: his father Joe Harley; and his stepmother Virginia Hicks. He is survived by: his mother Shirley Ann Hicks (Folsom) of Independence; his siblings, Randy Hicks (David Rivers) of California, Sherry Scharnhorst (Michael) of Independence and Sara Necker of Oelwein; and his nephew Eric Mast (Heather) of Hazleton.
Due to state and federal guidance on gatherings due to the COVID-19 pandemic, social distancing will be required. Those in attendance are asked to wear a mask at the funeral home.
Memorials may be directed in his name to St Jude's Children's Hospital and Shriner's Hospital for Children.
