He was predeceased by: his parents, Elmer Phelps and Isal Phelps (Bills); his in-laws, Robert and Velta Barrell; his son Paul Phelps; his granddaughter Brittany Zemo; his great grandchild Arianna Surber; and his siblings, Jesse Phelps, Norman "Butch" Phelps, Helen Thomas, Pauline Thomas, Ethel Rice, Juanita Thomas and Carol Wilson.
He is survived by: his wife Sharon Barrell; his son Michael DeWayne (Stephanie); his daughter-in-law Pamela Phelps; his grandchildren, Sammi Ruckman (Ricky), Michael Phelps (Ashtyn), Amanda Kury (Matt), Kiera Phelps (Elias), Daveena Surber, Jake Surber, Salenea Phelps (Jordan) and Joel Phelps; his great grandchildren, Evan, Jase, Jaxson, Landon, Logan, Zerek, Sophia, Nevaeh, Vinny, Vanessa, Emma, Aubree and Chase; and his sisters, Norma McMahon and Barbara Steen (Bob).
