He is survived by: his parents, David Pease Milligan and Elaine Marie Bailey Milligan of Pennsylvania; his wife Adrienne Milligan of Wapello; his children, Kelly Milligan of Wapello, Ozias Milligan of Wapello, Ivory Milligan of Wapello and Anton Milligan of Wapello; and his siblings, Thomas Milligan, Amy, David, Alexandra, Megan, Nathaniel, Mary Milligan Walton, Steven, Stephanie and Daniel.
