He was predeceased by: his parents, Benjamin Charles and Edith Mary Mills (Zybarth); and his niece Bethany Sissel (Angel). He is survived by: his son Brian Mills of Davenport; his siblings, Jerry Mills (Margaret) of Sherrill and Mary Beth Sissel (David) of Muscatine; and his nieces and nephews, Sara Mills-Ryan (Gerald), Lora Livingstone (Bob), Josh Mills (Deb), Katie Knox (Jason), Ben Sissel (Rachel) and Meredith Sissel.

A memorial has been established at the funeral home in memory of Jim.
