He was predeceased by: his parents, James Gregory and Lois Eileen Baxter (Bauer); and his brothers, Jerry Baxter and Raymond Baxter. He is survived by: his children, Melinda "Mindy" Scott (Jeff Hartman) of Fairfield, Clint Randall Baxter (Rikki) of Burlington and Paige Baxter (JJ Allen) of Sperry; and his siblings, Jimmie Baxter (Donna), Joe Baxter, Dianne Chrisinger, Judy Bozarth (Denny), Mike Baxter (Namora), Greg Baxter, Lynda Crawford (Ron), Sherry Nelson and Brian Baxter. He is also survived by many nieces and nephews.
A memorial has been established in his memory.
