He was predeceased by: his parents, Lorren and Vera Iris Milligan (Kenyon); and his brothers, Arthur "Ike", Bill, Max and Marvin.

He is survived by: his wife Rita Milligan of Mingo; his children, John Milligan (Rhonda) of Mingo, Jill Milligan (Ryan Van Maaren) of Colfax and Jeff Milligan (Melissa) of Southington, Ohio; and his granddaughters, Haley Wickenkamp of Ames and Emma Wickenkamp of Colfax. He is also survived by his nieces and nephews.
