He was predeceased by: his father Frank V. Needs; his former wife Pearl Ahina; his stepdaughter June Palmer; his brothers, Michael Francis Needs, George Needs and James Needs; and his mother Betty V. Needs (Stoneking).
He is survived by: his pets, Tramp and Sammy; his wife Betty Needs; his sons, Jeff K. Needs and Frank "Rick" Richard Needs Jr. (Tomomi); his stepchildren, Lillian Nixon, Brad Fuller (Jodi) and Jeremy Fuller (Jenna); his grandchildren, Nathaniel Needs (Nichole), Erin Needs, Michelle Needs and Rio Needs; his stepgrandchildren, Kelcy Peters (Jeffrey), Mackenzie Fuller, Mason Fuller and Tyler Fuller; his great grandchildren, Alexander Lopez, Samuel Needs and Gwenevieve Needs; and his siblings, Mary Lou Weber (Lloyd), Betty Jean Glenn, Jon Needs (Linda) and Jeff L. Needs. He is also survived by his children and grandchildren.
