He was predeceased by: his parents, Victor Whitlatch and Florence Whitlatch (Hill) of Knoxville; his wife Darlene (Agan); his siblings, Hugh Whitlatch and Annabel Bristow; his stepson Arnold Agan; his brother Ancil; his sister-in-law Norma Borchert; and his stepgreat-grandson Blake Wynn.

He is survived by: his former wife Marilyn Monroe; his son Joe; his stepdaughter Karen Jones (Cliff); his stepdaughter-in-law Linda Agan; his grandchildren, Jarad Whitlatch (Dianna), Scott Whitlatch (Candace), Davey Agan, Angela Claney (Ted), Anita Jones Gillis (Chris), Brooke Jones and Curtis Jones (Katie); his great grandchildren, Peyton, Hayden, Austin, Jack, Will, Robbie, Kenny, Caylah and Noah; and his sisters-in-law, Germaine Whitlatch and Wilma Borchert.

Memorials in Richard's name may be made to the Cross Roads Gospel Church or the Attica Methodist Church.
