He was predeceased by: his parents, William Higgins and Nancy Higgins (Belikin); and his pet Sasha. He is survived by: his wife Jill Higgins of Hiawatha, IA; his siblings, Kathleen Lewis (Blake) of Richardson, TX and William Higgins III of Kirkland, WA; his parents-in-law, Jerry and Patty Cameron of Owensboro, KY; his siblings-in-law, Dana Kepley (Stan) of Rock Port, IN and Jason Cameron (Dawn) of Owensboro, KY; and his pet Izzie Lou. He is also survived by many loving nieces, nephews, and extended family.
