He was predeceased by: his parents, Lawrence Gibbons and Adeline Gibbons (Schares); and his brother Ronald Gibbons. He is survived by: his former spouse Bea Frank; his wife Sharon Proctor; his sons, Jim Gibbons (Anne), Tim Gibbons (Nancy), Joe Gibbons (Pam) and Jeff Gibbons (Mary); his grandchildren, Issac Gibbons, Shannon Gibbons, McKenzie Gibbons, Caden Gibbons, Kallie Gibbons, Kendra Potts, Kristen Kotecki (Aaron), Kelsey Acheson, Kolby Gibbons, Morgan Weisert (Brandon), Joshua Gibbons, Taylor Gibbons, Joseph Gibbons, Jack Gibbons, Brace Gibbons, Genna Moellering (Matthew) and Samantha Gibbons; his great grandchildren, Ben and Grace Weisert; and his siblings, Tom Gibbons (Lorraine), David Gibbons and Sue Ann Gibbons. He is also survived by many nieces and nephews.

Billy died at the age of 80 on September 3, 2019, at MercyOne Hospital in Waterloo following a battle with Alzheimer's Disease.
