He is survived by: his wife Lucille Waggoner; his children, James Edward Starr of Wyoming and Cindy Starr (Tim Knutson) of Wapello; his sister Betty Plagman of Williamsburg, IA; his daughter-in-law Gale Starr of Winterset, IA; his grandchildren, Jason, Bart Starr of Winterset, IA, Geneva and Alana Knutson; and his great grandchildren, Drake and Brody Starr. He is also survived by nieces and nephews.
