He was predeceased by: his parents, George Gallagher and Margaret Gallagher (Granich); his brothers, Thomas and Robert Gallagher; and his brother-in-law George Kilburn.

He is survived by: his child Psychology; his wife Gerri Hoff of Cherokee, Iowa; his son Shawn Gallagher (Rebecca Swanigan) of Omaha, Nebraska; and his siblings, Kathy Kilburn of Kenmore, Mark Gallagher (Linda) of Scottsville and Anne Kilger (George) of Lancaster. He is also survived by several nieces and nephews.

“How does one sum up 35 years of friendship? It's really hard if not impossible. Frank and i wrote songs together, saw movies together, haunted numerous restraunts, talked about everything and anything (nothing was off the table). And each and every month we would take a "guys day off", head to Sloan, and talk the entire way down and back. He was one of those friends that "stuck closer than a brother".
