He was loved and cherished by many people including: his parents, Vernon Payne and Bernice Payne (Albang); his wife Linda S. Miller; and his sons, Phil Payne (Shannon), Ryan and Jeff Payne (Christa) of Satellite Beach, FL. He was also cherished by grandchildren and great grandchildren.
