He was predeceased by: his parents, Edwin "Bud" Penning and Nancy Penning (Vosburg); his wife Amanda of Alton; his stepfather Wallace Shafer; his siblings, Bruce Penning and Debra Frederes; his brothers-in-law, Ron Ludwig and Sam Shepherd; and also, Bill and Ethlyn Shepherd.
He is survived by: his sons, Matthew (Lisa Penning) and Christopher (Kayla Penning); his grandchildren, Benaiah Penning, Payton Degroot and Pryia Degroot; his siblings, Denise (Bob Ellis) of Cork County, Ireland, Blanche Ludwig of New Virginia, Janelle (David Hibbing) of Paullina, Gene Penning (Olgui) of Venice, Florida and David Penning (Tanya) of Alpine, Wyoming; and his siblings-in-law, Bev Sherman of Robbins, Mary Shepherd of Kalona and Dan Shepherd (Susan Skogman) of Hawarden. He is also survived by several nieces and nephews.
Memorials will be given to the family for future designation.
