He was predeceased by: his parents, Jess Blevins and Bernetta Craft Blevins. He is survived by: his wife Rhonda Blevins; his sons, William Dee Blevins (Katherine), Robert Joseph Blevins (Kelene), Joseph Alan McKinney (Tricia), Victor Elliot McKinney and Phillip James McKinney (Amy); and his brother Jess Deon Blevins. He is also survived by ten grandchildren.
In lieu of flowers the family asks that a donation be made to the Wounded Warriors Project.
