It is with great sadness that we announce the death of Carol Higgins Scruggs of Williamson, Georgia, born in Charlotte, North Carolina, who passed away on November 12, 2023, at the age of 80, leaving to mourn family and friends. She was predeceased by: her spouse Elford Keith Scruggs; and her parents, Victor Barton Higgins, Jr. and Elizabeth Balthis Higgins. She is survived by: her children, Bradley Keith Scruggs (Jan) of Statesboro, Elizabeth Kelly Downing (Michael) of Griffin, Victoria Plott Ellis of Williamson and David Scott Scruggs (Lura) of Carrollton; her grandchildren, Macy, Lyndsey, Justin, Phillip, Christian, Patrick, Seth, Sidney and Robert; her great grandchildren, Nola, Raleigh, Remington Grace and Ryder; and her siblings, Betsy Elizabeth Pagoota of Fort Lauderdale, FL and Victor Barton Higgins, III of Charlotte. She is also survived by several nieces and nephews.
