He was predeceased by: his father Oscar V. Carter, Sr.; his stepfather Robert Stevenson; and his brothers, Carl Carter and David Allen Carter. He is survived by: his mother Annie Henderson Carter of Waycross; his children, Chastity Teater (David) of Waycross, Michelle Hatcher (Shun) of Waycross and Brandon Carter of Lanett; his grandchildren, Devane Rabion, Kayla Rhodes, Tiffany Boyette, Logan Hatcher, Ansley Carter, Braylon Carter, Colton Carter and Wyatt Carter; his godson Brennon Morgan-Carter; his siblings, John W. Carter (Robin) of Waycross and Betty Carter of Waycross; and his cousin Darrell Carter of North Carolina.
