He was predeceased by: his parents, Willie Fleming Palmer and Nancy Dixon Palmer. He is survived by: his wife Julia Thigpen Palmer of Washington; his children, Dennis Edward "Eddie" Palmer, Jr. (Tracy) of Americus, Julia Elizabeth "Beth" Guin (John) of Danburg, Carol Ann Palmer of Harlem and Dona Elaine Palmer Hornung (Jeff) of Evans; and his grandchildren, Rylee Palmer Knight (Adrian), Baylee Kate Palmer, Jessica Lynn Nale (Shaun), James Christopher Ward (Rachel), Heather Dianne Cottingham (Andrew), Alisha Brooke Shivers, Raleigh Elizabeth Hornung, Jeffrey Alan "Jake" Hornung, Jr. and David Alexander "Alex" Sellers. He is also survived by five great grandchildren.
